RoHS applies to four types of companies or individuals in the supply chain: manufacturers, importers, distributors, and authorized representatives.
For RoHS purposes, you qualify as a “distributor” if:
You make available into the European Economic Area (EEA) a product containing electrical and electronic equipment (EEE); and
You do not otherwise qualify as a manufacturer or importer.
If you meet these criteria, you are considered a “distributor” under RoHS even if you are acting as an individual and not through a company, and even if you are not located in the EEA.
